SEER2 minimums in Florida, explained

Florida is in the DOE Southeast region, where the minimum for a split-system air conditioner under 45,000 Btu/h is 14.3 SEER2 — and the standard is enforced at the installation date, not the manufacture date. Every Duke Energy rebate tier sits above that minimum, so a legal system can still earn you nothing.

The number, and the date that enforces it

14.3 SEER2, Southeast region

Florida is in the DOE Southeast region, along with Alabama, Arkansas, Delaware, Georgia, Hawaii, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, Puerto Rico, South Carolina, Tennessee, Texas, Virginia, DC and the US territories, under 10 CFR 430.42(c)(6)(i).

The minimum for a split-system air conditioner below 45,000 Btu/h is 14.3 SEER2. What makes the Southeast different from most of the country is the trigger: from 1 January 2023, only basic models meeting the amended regional standard may be installed in the Southeast region. Elsewhere the standard binds at manufacture. Here it binds at installation. Non-compliant stock that can still legally go into a house in Ohio cannot go into one in Altamonte Springs.

Code minimum is not rebate minimum, and that gap is the point

The gap is worth $300 to $1,000

Here is the part almost nobody explains. The legal minimum you may install is 14.3 SEER2. Every Duke Energy rebate tier sits above it.

So a contractor can install a fully compliant, perfectly legal 14.3 SEER2 system and you will qualify for nothing. The gap between 14.3 and 15.2 SEER2 is the difference between $0 and $300–$1,000, and in a city where 72.4% of homes were built in the strip-heat era it is most often the difference between $0 and $600 or $1,000.

Ask for the SEER2 and HSPF2 of the exact matched system on the quote, not the marketing number on the condenser.

Duke Energy publishes these amounts. The page they come from is not scoped to a single state — its body also references the Carolinas, Ohio, Kentucky and Indiana. The Florida application portal confirms the program and the Home Energy Check prerequisite apply to Duke Energy Florida, but no Florida-scoped statement of these specific dollar figures was located. Rebate amounts change. Every figure here is dated, and Duke Energy on 800.254.8535 is the only authority on what is payable today.

SEER2 is not SEER, and the difference is not marketing

Why the number changed

SEER2 replaced SEER because the test changed. The M1 test procedure raised external static pressure to something closer to a real duct system, which means a SEER2 number is measured against more realistic resistance than the old SEER number was. A system rated 15.2 SEER2 and one rated 16 SEER are broadly the same machine described two ways — which is exactly why Duke's tiers list both.

For a house in this city on 1970s or 1980s attic duct, the change in test procedure is not academic. The rated efficiency you are paying for assumes the duct can move the air. If the trunk line is original, it probably cannot.
