Only a licensed contractor can pull the permit online; a homeowner must apply in person. The contractor has to be on file with the right department already — state licence, local business tax receipt, workers' compensation or a valid exemption, and current Seminole County registration if they hold a Registered rather than a Certified licence.

Five business days

HB 803 puts a five-business-day clock on the permit itself for this category of work. It also allows the use of a private provider in place of the jurisdiction's own plans review and inspection.

One inspection, not four

The same law defines HVAC replacement as a statutory single-trade inspection. A changeout is not a multi-trade job with a rough and a final; it is one inspection covering the equipment, the electrical disconnect, the condensate termination and the anchorage.

The Notice of Commencement threshold has moved

F.S. 713.135

Correction: the $7,500 Notice of Commencement figure is out of date

The City of Altamonte Springs' published permit FAQ still states that a Notice of Commencement is required above $7,500 for dedicated HVAC work. Florida Statute 713.135 now exempts a direct contract to repair or replace an existing heating or air-conditioning system in an amount less than $15,000.

Practically: on a $10,000 changeout a homeowner reading the city page will expect to record and post a Notice of Commencement that the statute no longer requires. The statute governs. Ask which document your contractor is working from before the contract is written — and if a contractor tells you the city page is the rule, they have not read the statute.
